General information

On February 1st, 2020, the United Kingdom left the EU. The Withdrawal Agreement provides for a transition period until December 31st, 2020 during which EU law continues to apply to the United Kingdom (for more info see Agreement on the Withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community (pdf, 2,4 MB)). Its aim was to ensure that the main political and economic links between the European Union and the United Kingdom were not severed from one day to the next upon departure. The transition period also provides the time needed to negotiate the future relationship.

The Political Declaration on future relationship anchoring the fundamental principles for future agreement envisages a close economic and security partnership. In accordance with the Political Declaration and within the negotiating mandate agreed by the Member States, the EU’s chief negotiator M. Barnier presented the draft text of a comprehensive Agreement on the New Partnership between the European Union and the United Kingdom in mid-March.

Since then, the European Union and the United Kingdom have continued with regular rounds of negotiations. Due to persisting significant differences, the Heads of EU institutions and Prime Minister B. Johnson agreed in June 2020 to intensify the negotiations. In addition to formal rounds of negotiations, the chief negotiators of the European Union and the United Kingdom have started discussing issues on a weekly basis. The aim is to use the remaining time as efficiently as possible to conclude negotiations on future partnership. Indeed, it is no longer possible to further extend the transition period.

Even if an agreement on the future partnership is concluded by the end of the year, the relationship between the European Union and the United Kingdom will fundamentally change. Therefore, the EU Member States, their citizens and businesses, as well as the entire EU must prepare for the consequences of the end of the transition period, irrespective of the result of negotiations on the future agreement.
