March 3, 2004 “The State Programme for the Prevention of Trafficking in Human Beings 2004-2008” was approved by the order of the Cabinet of Ministers No.132. This order states that the Ministry of the Interior, the Ministry of Welfare, the Ministry of Education and Science are responsible institutions for implementation of the State Programme. The Ministry of the Interior is a responsible institution for coordination of the implementation process of the State Programme and prepares an informative report “On the implementation of the State Programme for Prevention of Trafficking in Human Beings 2004-2008” each year and submits to the Cabinet of Ministers. This model of cooperation and coordination is an alternative mechanism to the National Rapporteur.
 
The mechanism of collecting data, monitoring activities, defining findings and recommendations regarding elimination of human trafficking in Latvia is well organized and operated.
 
The establishment of National Rapporteur as a separate institution is not a current priority. Latvia has not taken concrete steps to establish the National Rapporteur’s Office and it is not planned action in the future.
 
The coordinating authority on prevention of trafficking in human beings is Ministry of the Interior in cooperation with the State Police (directly with the Tafficking in Human Beings Investigation Unit) and other competent authorities.
 
The advantage of this model of coordination and cooperation is that the Ministry of the Interior as the governmental institution supervises all the activities of prevention, elimination and combating the trafficking in human beings, collects available information on these activities, results and rehabilitation issues as well, organizes regular meetings during which all involved institutions dealing with issues of trafficking in human beings (law enforcement institutions, state institutions, NGOs) discuss current events regarding trafficking in human beings, exchange information, develop recommendations and proposals, etc.
