Implementation of the Home Affairs Programme during 2019

At the beginning of 2019, negotiations and approval of the Home Affairs Programme, which is supported by Norway Grants 2014-2021, were completed. The Ministry of the Interior operates as the Programme Operator of the Home Affairs Programme. 

The Programme is mainly focused on educational activities in the area on the implementation of projects to enhance police competence in preventing and combating crime, strengthen police communication skills with the public and improve bilateral activities in support of media literacy and responding to hybrid threats.

All agreements establishing a legal framework for the implementation of the Home Affairs Programme (the Home Affairs Programme Agreement between Norway and the Czech Republic; the Program Implementation Agreement between the Ministry of the Interior and the National Focal Point - Ministry of Finance) were signed. The Programme Operator called the Police Presidium of the Czech Republic (the Project Promoter) for submission of three pre-defined project proposals at the end of 2019.

The main outputs of the Programme include the modernisation of the Police Training Centre in Kutná Hora, the development of new training programs that will be included in the education system of the Czech Police and the delivery of new training modules to more than 2,000 participants.

The Programme will also implement the project activity “Improving the cooperation of state police with the municipal police and the public” in cooperation with the Union of Towns and Municipalities of the Czech Republic. This activity will be carried out partially at a bilateral level, as agreed by the Norwegian Association of Local and Regional Authorities in the framework of partnership cooperation.

The Programme will contribute to strengthening bilateral relations between the Czech Republic and Norway. Partnerships between Czech and Norwegian entities will be encouraged at the Programme and the pre-defined projects level through international exercises of special police units and matchmaking events in optimizing the model of cooperation and coordination of activities between the state police and local government, especially municipal police, and sharing good practice in this area. These partnerships can result in mutually beneficial activities and long-lasting cooperation between involved partners.

Strengthening bilateral cooperation is one of the priorities of the Ministry of the Interior of the Czech Republic.
 
Open call within the SGS is being intensively prepared and expected to be launched in 2020.
