Joint Analysis, Joint Action - Conference of EU National Rapporteurs on THB

The Czech Presidency has arranged the Joint Analysis, Joint Action” Conference in response to urgent calls for the establishment of National Rapporteurs or Equivalent Mechanisms. It is organized under the Czech Presidency of the Council of the EU under the auspices of Minister of the Interior of the Czech Republic in cooperation with the European Commission and OSCE Special Representative and Coordinator for Combating Trafficking in Human Beings. We are grateful for EU Member States’ contributions via replies to the questionnaire as this was the basis used to populate the website in preparation for the conference.
 
The aim of the conference is to support cooperation and information exchange regarding the phenomenon of trafficking in human beings on the EU level, via enhancement of the role of National Rapporteurs or equivalent mechanisms within 27 Member States. The conference will be organized in response to urgent calls for establishment of National Rapporteurs or equivalent mechanism. The conference is aimed to promote personal face-to-face meeting of already established National Rapporteurs and equivalent mechanisms within the EU region, exchange of experience in establishing and ongoing work of their agencies and offices and through the lessons learned, help to introduce the best practice to other Member States, those which have not yet established any equivalent mechanisms, which have already been highlighted by a number of recognized authorities and documents.

Within the frame of the EU region the aim of the conference is in line with the Commission working document “Evaluation and monitoring of the implementation of the EU Plan on best practices, standards and procedures for combating and preventing trafficking in human beings - COM(2008) 657 final”. The working document mentioned, that: „Two countries (NL and SE) have appointed National Rapporteurs and eight indicate the appointment of comparative mechanism (BE, BG, CY, CZ, DK, FI, PT, UK).” Therefore Commission identified seven key actions to concentrate efforts in the short term period. As the first among others actions the Commission suggests: “To establish National Rapporteurs or equivalent mechanisms, with a view to monitoring trends of trafficking and the results of anti-trafficking policy on the basis of agreed criteria and indicators (Commission, Member States, point 3.1.)”.

It has to be mentioned, that the conference is in line with other recognized efforts and activities. The ongoing work of the office of the OSCE Special Representative and Co ordinator for Combating Trafficking in Human Beings has to be mentioned on the first place. The well known recommendations put forward by the OSCE Special Representative for Combating Trafficking in Human Beings including in the Alliance Statement should serve as food-for-thought basis on common criteria for discussion. The currently finished report “Efforts to Combat Trafficking in Human Beings in the OSCE Area: Co-ordination and Reporting Mechanism” shall bring the discussion during the conference to the broader context of similar concepts worldwide.

Last but not least, the summary on the various leading projects focused on harmonization data collection within the European region shell support the fruitful discussion of experts during the sessions.
