Change of address

Change of address

Non-EU citizens holding a visa for a stay over 90 days or a long-term residence permit are required to report a change in the place of residence in the Czech Republic within 30 days of it occurring, if the change in the place of residence is expected to last longer than 30 days.

Non-EU citizens holding a permanent residence permit are required to report a change in the place of residence in the Czech Republic within 30 days of it occurring, if the change in the place of residence is expected to last longer than 180 days.

A change in the place of residence (new place of residence) is reported to the MOI office in the area of the new place of residence, by completing the Form for reporting changes (docx, 38 kB).

To report this change, the foreign national provides:

In the case of a foreign national with a visa sticker in a travel document or with a long-term residence card (indicated in the form of a residence sticker in the travel document or as a separate document), this change can be reported by a different person on the basis of a power of attorney. The power of attorney must demonstrate that it was signed for this specific purpose. The signatures on the power of attorney do not have to be notarized.

A change of the address of a holder of permanent residence permit is charged with the administrative fee that is equal to CZK 1 000 CZK. In case of children up to 15 years the administrative fee is equal to CZK 500. The administrative fee has to be paid at the moment of reporting the change - in the form of stamps (kolek).

In case of foreigners who are holders of long-term residence permit (holders of biometric residence card) a new residence card is not issued. Thus, they will be holders of original residence card henceforward. These foreigners need not to visit the office of the Ministry of the Interior in person in this case. They just can report the change in written form - by sending the filled form and the original or certified copy of a proof of accommodation to the address of an appropriate office. The change is free of charge in this case.

A new biometric residence card will be issued to foreigners who are holder of permanent residence permit. Therefore, they are obliged to visit an appropriate office of the Ministry of the Interior to provide their biometric data. It is recommended to make an appointment there in advance. A new biometric card will not be issued on the spot; foreigners will be called to visit the MOI office to collect it personally.

If a foreign national is prevented from reporting a change within the legally required period due to reasons outside of his/her control, he/she must report the change within 3 working days of these reasons ending. The foreign national must prove these reasons. If the change is not reported within the legally required period and there is no obstacle that is outside of the foreign national’s control, the delay in reporting a change will be judged as a violation and a fine can be imposed.

  

Change of travel document / passport

Change of travel document / passport

Non-EU citizens are required to announce a change of their travel document/passport within 3 working days of the new travel document being issued.

A change of travel document is reported to the MOI office in the place of residence by completing the Form for reporting changes (docx, 38 kB).

When announcing this change, the foreign national provides:

  •  The new travel document / passport,
  • The Czech residence card, if it has been issued as a separate document.
     

In the case of a foreign national with a visa sticker in the original travel document or with a residence card (indicated in the form of a residence sticker in the original travel document or as a separate document), this change can be reported by a different person on the basis of a power of attorney. The power of attorney must demonstrate that it was signed for this specific purpose. The signatures on the power of attorney do not have to be notarized.

If it concerns a foreign national who had a visa sticker in the original travel document, a new visa sticker is placed in the foreign national’s new travel document. A personal presence of the foreign national is necessary at the office of the Ministry of the Interior in the case of placing
a visa sticker to a new passport.

A foreign national with a residence card in the form of a residence sticker in the original travel document will be issued a new biometric card, therefore, the foreign national shall ideally report this change in person to be able to provide biometric data for the new card at the same time. It is recommended that the foreign national make an appointment at the relevant office as soon as possible.

If a foreign national reports the change at an MOI office that does not have technical facilities to collect biometric data, he/she will be asked to provide the biometric data at a different office. It is recommended that the foreign national make an appointment at the relevant office as soon as possible.

The new biometric card is not issued on the spot and you will be called to visit the relevant office again to verify your biometric data and collect your card personally. When doing so, it is not necessary to pay any administrative fee.

If a foreign national is prevented from reporting a change within the legally required period due to reasons outside of his/her control, he/she must report the change within 3 working days of these reasons ending. The foreign national must prove these reasons. If the change is not reported within the legally required period and there is no obstacle that is outside of the foreign national’s control, the delay in reporting a change will be judged as a violation and a fine can be imposed. An example of a reason beyond the foreign national’s control is the need to travel outside of the CR for a new travel document.

  

Change of other data

Change of name(s) or surname

Non-EU citizens are required to announce these changes within 3 working days of the change occurring.

A change of name(s) or surname is reported to the MOI office in the place of residence by completing the Form for reporting changes (docx, 38 kB).

When announcing this change, the foreign national provides:

  • A travel document/passport with the new name(s) or surname,
  • The Czech residence card, if it has been issued as a separate document.
     

This change can be reported by a different person on the basis of a power of attorney. The power of attorney must demonstrate that it was signed for this specific purpose. The signatures on the power of attorney do not have to be notarized.

Lodging of the application is charged with an administrative fee that is equal to CZK 1 000. This administrative fee has to be paid in a form of revenue stamps (kolek).

Change in marital status

Non-EU citizens are required to announce a change in their marital status within 3 working days of this change occurring.

A change of marital status is reported to the MOI office in the place of residence by completing the Form for Reporting Changes (docx, 38 kB).

When announcing this change, the foreign national provides:

  • A document confirming the change of marital status (e.g. a marriage certificate or a court’s final judgement on a divorce),
  • A travel document/passport (containing the visa or residence sticker),
  • The Czech residence card, if it has been issued as a separate document.
     

If the document on the change of marital status was issued by a state other than the CR, it is necessary to ensure an official translation into the Czech language.

This change can be reported by a different person on the basis of a power of attorney. The power of attorney must demonstrate that it was signed for this specific purpose. The signatures on the power of attorney do not have to be notarized.

Reporting a change of marital status is not subject to an administrative fee. If this change also involves a change in surname, the foreign national should change his/her travel document to one with the new name. In such a case, you should proceed as if you were reporting a change of travel document due to a change in name(s) or surname.

If a foreign national is prevented from reporting a change within the legally required period due to reasons outside of his/her control, he/she must report the change within 3 working days of these reasons ending. The foreign national must prove these reasons. If the change is not reported within the legally required period and there is no obstacle that is outside of the foreign national’s control, the delay in reporting a change will be judged as a violation and a fine can be imposed.
 

Other changes

Non-EU citizens are required to announce any other changes of data contained in their residence card within 3 working days of the change occurring.

Changes are reported to the MOI office in the place of residence by completing the Form for Reporting Changes (docx, 38 kB).

When announcing these changes, the foreign national provides:

  • A document confirming the change,
  • A travel document/passport (containing the visa or residence sticker),
  • The Czech residence card, if it has been issued as a separate document.
     

These changes can be reported by a different person on the basis of a power of attorney. The power of attorney must demonstrate that it was signed for this specific purpose. The signatures on the power of attorney do not have to be notarized. If the change is not reported by the foreign national in person and it is necessary to issue a new visa sticker or biometric card, the foreign national will be invited to collect it in person or come to provide biometric data.

If a foreign national is prevented from reporting a change within the legally required period due to reasons outside of his/her control, he/she must report the change within 3 working days of these reasons ending. The foreign national must prove these reasons. If the change is not reported within the legally required period and there is no obstacle that is outside of the foreign national’s control, the delay in reporting a change will be judged as a violation and a fine can be imposed.

If your appearance changes, you are obliged to apply for a new residence card without undue delay.

  

Loss or theft of a travel document / identity card

Loss or theft of a travel document / identity card

If a foreign national loses a travel document/proof of identity or it is stolen, he/she is obliged to notify the police of this fact immediately.

Application for a new residence card to replace a card that was lost, destroyed, stolen or damaged or to replace a card with a dysfunctional biometric data carrier.

A foreign national must announce the loss, destruction, damage or theft of a residence card within 3 days of this event occurring. If it occured in the territory of the Czech Republic, it is announced to the MOI office based on his/her address. If this event occured abroad, a Czech embassy must be notified. Similarly, a foreign national is obliged to announce the finding or acquisition of a residence card that he/she previously declared lost or stolen.

When reporting the loss of a residence card, an MOI worker is to provide the foreign national with a paper confirmation that loss has been reported.

If a foreign national is prevented from reporting a change within the legally required period due to reasons outside of his/her control, he/she must report the change within 3 working days of these reasons ending. The foreign national must prove these reasons. If the change is not reported within the legally required period and there is no obstacle that is outside of the foreign national’s control, the delay in reporting a change will be judged as a violation and a fine can be imposed.

When applying for a new residence card, the foreign national provides:

  • an original of a valid travel document / passport,
  • the damaged permit or the biometric data carrier that is not working,
  • in case of theft, a police statement on announcing the theft of a residence card.
     

Lodging of the application for an issue of a new residence card is charged with the administrative fee that is equal to CZK 4 000. This administrative fee has to be paid in a form of revenue stamps (kolek). In the event of lodging the application for an issue of a new residence card to replace a card with a dysfunctional biometric data carrier, a foreign national is obliged to pay this administrative fee only if the data carrier became dysfunctional due to circumstances that a foreign national demonstrably knew would damage or break of this carrier.

If a foreign national reports the change at an MOI office that does not have technical facilities to collect biometric data, he/she will be asked to provide his biometric data at a different office. It is recommended that the foreign national make an appointment at the relevant office as soon as possible.

The new residence card is not issued on the spot. A foreign citizen will be called to visit the relevant office again to verify his/her biometric data and to collect a new residence card in person.

  

EU Blue Card holders

EU Blue Card holders

Obligations of an EU Blue Card holder are as follows:

  • if the holder of an EU Blue Card terminates his/her employment during the period of its validity, he/she is required to report this fact to the Ministry of the Interior within the specified time limit;
  • during the first two years, change of employer and a change of professional position are subject to prior consent of the Ministry of the Interior. After the first two years of the foreign national’s stay in the CR, there is an obligation to report these changes within 3 working days;
  • the holder of an EU Blue Card must report any other important facts related to his/her stay in the territory stated in this section related to reporting changes.
