Registration certificate

For an EU citizen, the registration certificate is not a condition of their stay in the Czech Republic, therefore it is up to them whether they request this certificate be issued or not.

A registration certificate is issued at the request of an EU citizen who intends to stay in the Czech Republic for more than 3 months and has not threatened state security or seriously disrupted public order.

The application for issuing a registration certificate residence is filled on the appropriate form ("Application for a registration certificate for EU citizens"), on MOI office in the Czech Republic. It is recommended to submit the application on relevant MOI office according to your place of residence.
 

Application requirements:

If it concerns a family member of an EU citizen, who himself/herself is an EU citizen and he/she intends to temporarily stay in the Czech Republic for a period longer than 3 months together with an EU citizen, the application for issuance of a registration certificate shall be supported by:

The requirements for the application shall not be older than 180 days with the exception of the travel document, public documents (i. e. a birth certificate, marriage notarial act etc.) and the photograph of the applicant if it corresponds to his/her actual appearence. All the documents have to be submitted in originals or notarized copies. Travel document and public documents must be allways submitted in the original.

All of the presented documents have to be made out in the Czech language or Slovak language or officially translated into Czech. Documents made out in other languages will be accepted without an official translation  just in cases defined by the Regulation (EU) 2016/1191 of the European Parliament and the Council. This applies mainly to the public documents issued by the Member States' authority to citizens of this Member State and accompanied by a multilingual standard form. All the other documents have to be submitted in original with an official translation to Czech. Translation of public documents could be made by a person registered in the list of interpreters in accordance to the Section 16(3) of the Administrative Procedure Code or by a person registered in the list of qualified persons to carry out certified translations to the Czech in the other Member State, in accordance with national law, in accordance to the Regulation (EU) 2016/1191.

The application is processed without undue delay, within 30 days of initiating the process at the latest.
 

In the case of a positive decision, the applicant is invited in writing or by telephone by the MOI office to pick up the registration certificate. This certificate is issued on ten years from the day of issue. The validity of registration certificate for an EU citizen cannot be extended. In case foreign national does not apply for permanent residence permit for an EU citizen and the validity of registration certificate for an EU citizen ends, it is necessary to apply for a new registration certificate for an EU citizen.

For clarification it should be stated that up until August 1st, 2021 the registration certificate was called the confirmation of temporary residence. From August 2nd, 2021 issued confirmations of temporary residence are considered to be registration certificates and remain valid until the end of their validity.

Ministry of the Interior wants to inform you that validity of all certificates of temporary residence for an EU citizen issued before January 1st, 2010 ends from December 31st, 2019. The validity of all certificates of temporary residence for an EU citizen issued after December 31st, 2019 will be ten years.

In the case of a positive decision, the Ministry of the Interior applies for a personal identity number issuance automatically. Then, after the personal identity number will be issued, it will be allocated to the foreigner. The allocation of the personal identity number does not concern foreigners whom this number has already been allocated, including citizens of the Slovak Republic who were born until 1993.

An application for temporary residence permit for a family member of an EU citizen, who is not an EU citizen (who is a family member of an EU citizen - see "Who is an EU citizen and his family member") is filled in a form Application for a temporary residence permit for a family member of an EU citizen.
 

An application will be supported by the following documents:

  • a travel document,

  • a document confirming that he/she is a family member of an EU citizen,

  • photographs,

  • medical insurance document, in the case of so-called extended family members, document on travel medical insurance in scope of comprehensive healthcare for the entire duration of the assumed residence on the territory of the CZ,

  • a document on ensuring of accommodation on the territory of the CZ,

  • a document on residence of EU citizen on the territory (not required if a registration certificate or permanent residence permit has been issued to an EU citizen or if the applicant is a family member of a citizen of the Czech Republic who is registered as permanently resident on the territory of the Czech Republic),

  • a document on family aggregate monthly income after unification (a proof of funds) - this document is required just in the case of so-called extended family members of EU citizens and it has to prove the availability of funds as in the case of the application for an issuing a long-term residence permit for the purpose of family reunification; jointly assessed persons will be determined analogically. An application can be filled in personally at any MOI office in the Czech Republic, that being within 3 months of entering the country. If a foreigner becomes a so-called immediate family member of an EU citizen during the stay in the territory, he/she is obliged to apply for a temporary residence permit in the period up to 3 months from the day, when he/she became a so-called immediate family member of an EU citizen. If a foreigner becomes a family member of an EU citizen during the stay in the territory and he/she is a holder of a different residence permit, he/she is obliged to apply for a temporary residence permit in the period up to 3 months from the day of expiry of this residence permit. 

In the case of a so-called extended family member it is not possible to submit an application at a time when the applicant is not authorised to reside on the territory of teh Czech Republic or at a time when he/she is on the territory on the basis of an exit order, or if he/she is the holder of a short-term visa (with the exception of a short-term visa granted to a family member of an EU citizen in accordance with the § 20 of the Act on the Residence of Foreign Nationals in the Territory of the Czech Republic). 

With regard to the possible personal contact with the MOI office where the application was administered, it is recommended to administer the application at the nearest MOI office to your registered residence.

The application is processed within 60 days of initiating the process.

An authorization to stay in the territory during the application procedure
A so-called immediate family member who is not an EU citizen himself/herself, who submitted an application for an issuing a temporary residence permit and who stays in the territory of the Czech Republic together with an EU citizen or with a state citizen of the Czech Republic, is entitled to stay in the territory until the final decision about his/her application is issued.

A so-called extended family member who is not an EU citizen himself/herself, who submitted an application for an issuing a temporary residence permit and who stays in the territory of the Czech Republic together with an EU citizen or with a state citizen of the Czech Republic, is entitled to stay in the territory just until the day when the decision about his/her application will be announced (delivered) him/her.

The Ministry of the Interior of the Czech Republic can certify the authorization of these family members to stay in the territory of the Czech Republic by a visa sticker that is placed to their travel documents (passports) in the form of a visa for a stay of over 90 days with a validity period corresponding to the assumed length of the application procedure; this shall not apply in the case of a foreign national included in the information system of treaty states, to whom only a confirmation of residence authorisation will be issued. The validity of a visa sticker or of the confirmation of residence authorization expires at the day when the decision on the application comes into force (in the case of a so-called immediate family member) or at the day when the decision on the application is announced (delivered) to the applicant (in the case of a so-called extended family member).
 

The MOI CZ will certify authorisation to be on the territory until a decision comes into legal force, or in the case of extended family members, up to the moment of announcement of a decision on an application for issue of permission for temporary residence of the family member of an EU citizen, by means of a visa sticker in the travel document, and it shall do so in the form of a visa for residence in excess of 90 days with validity period corresponding to the assumed length of the application proceedings; this shall not apply in the case of a foreign national included in the information system of treaty states, to whom only a confirmation of residence authorisation will be issued. The validity of the document or confirmation certifying authorisation to reside on the territory expires when the decision on the application comes into force, and in the case of so-called extended family members at the moment of announcement (delivery) of the decision on the application.

If the application is granted, the applicant is called upon by the Department of asylum and migration policy of the MOI CZ by telephone or in writing to prepare the information necessary for the issuance of a residence card or residence permit, including the acquisition of biometric data.

At the same time, the MOI issues a personal identity number.
