J:What should be said at the beginning? What are the principles the Czech Republic will apply in the future?
O:One of the general principles is respect for the democratic principles and human rights established by the Helsinki Final Act and the Charter of Paris for a new Europe. This is, of course, complemented by the principles of market economy.
J:So what are the basic conditions the Czech Republic has to meet before it is ready for accession to EU?
O:To sum up, I would say that the major precondition for the economic integration into the Community is the approximation of the Czech Republic’s existing and future legislation to that of the Community.
J:The Czech Republic shall ensure that its legislation will be gradually made compatible with that of the Community. Could you specify which aspects this will affect?
O:The approximation of laws shall extend in particular to the areas of customs law, company law, banking law, company accounts and taxes, intellectual property protection but also technical rules and standards… In fact, there are so many domains that it is impossible to enumerate them all.
J:Obviously, our country will have to deal with many great changes. By the way, does the EU try to assist the accession countries to put the requirements into practice?
O:Yes, the transition period will be difficult. The Community shall provide the Czech Republic with technical assistance for the implementation of these measures, naturally…
J:Undoubtedly, our viewers are interested in this aspect in particular. What will the help be?
O:The assistance will cover for example exchange of experts, provision of early information on relevant legislations, training activities. A significant help will also be the aid for the translation of Community legislation in the relevant sectors.
J:That sounds most promising. Thank you for your time. In our next discussion we will deal with ….

The October 1999 Report found that, generally speaking, preparations for the adoption of the acquis in this area had been speeded up, but that this had yet to be reflected in the country's legislation (other than on drugs) and administrative structures. It is therefore crucial that the relevant draft laws should be adopted or implemented without delay and that the requisite human and financial resources be made available.
The November 2000 Report emphasised that major progress had been made by the Czech Republic as regards visas, immigration and data protection. However, very little progress was made with regard to police cooperation in the fight against illegal immigration, corruption and fraud. The Commission noted insufficient administrative and executive capabilities.
In the November 2001 Report, the Commission states that significant progress has been achieved by the Czech Republic in the fields of data protection, border control, visas, migration and police cooperation. Further efforts must be made in the fight against crime.

Zpráva 1999 z října konstatovala, že příprava k přijetí acquis v této oblasti se celkově zrychlila, ale ještě se musí odrazit v legislativě země (mimo záležitosti drog) a správním systému. Je proto bezpodmínečně nutné, aby byly bez odkladu přijaty a realizovány odpovídající návrhy zákonů a aby byly dostupné potřebné lidské a finanční zdroje.
Zpráva z listopadu 2000 zdůraznila, že Česká republika dosáhla velkého pokroku co do vízového styku, imigrace a ochrany dat. Přesto dosáhla malého pokroku v oblasti policejní spolupráce v boji proti ilegální imigraci, korupci a podvodům. Komise konstatovala nedostatečné správní a výkonné kapacity.
Ve zpráva z listopadu 2001, Komise říká, že Česká republika dosáhla významného pokroku v oblasti ochrany dat, pohraničních kontrol, víz, migrace a policejní spolupráce. Další úsilí musí být vynaloženo na boj proti kriminalitě.
