EU clears up VAT holiday row (Part 2)

Vyšlo v čísle 11/2006

Poland argued that it is not fair that "old" member states could extend the existing sales tax derogations from the EU minimum rate of 15 percent until 2010 and also keep several permanent exemptions, while the "new" countries could not prolong their VAT holidays. These were agreed as part of their accession treaties and are set to run out in 2007.

But commissioner Kovacs made clear Poland's request for lower tax rates on new housing could be dealt with within the existing rules on "social housing," that he promised would be interpreted more generously. This option was highlighted to all three vetoing countries already last week, when they first opposed the deal struck by their European colleagues. "I wish to underline, that this solution will bring concrete advantages to all member states," Mr Kovacs commented. The details of the compromise struck with Poland were presented to the finance ministers in early February.
