Balkans start on road to EU membership (II)

" External Relations Commissioner Chris Patten was keen to emphasize that the process the Western Balkan region is undergoing is exactly the same as the Europe Agreements that led to the wave of ten countries set to join the EU in May next year. And while an extra 200 million euro (for 2004-2006) has been promised, a joint statement issued by leaders says "organised crime and corruption is a real obstacle to democratic stability, the rule of law, economic development and development of civil society in the region and is a source of grave concern to the EU." Other political issues muddy the water, too. The EU is concerned that Croatia has been slow to extradite suspected war criminals to The Hague. Its joint statement takes this up insisting that "the Western Balkan countries pledge full and unequivocal cooperation with the International Criminal Tribunal for the former Yugoslavia".
There has also been annoyance that some of the Balkan countries have signed bilateral agreements with the US not to hand over American soldiers to the International Criminal Court, (ICC) – although Bosnia indicated that membership of the EU could make it see differently. Another unresolved issue is that of Kosovo. At the moment it is a UN protectorate though legally part of Serbia.
