The European Community (EC) does not have nor has ever had any contractual relations with Iraq. Iraq is not part of the EU-Mediterranean framework of association (the Barcelona Process), nor is it included in the EU co-operation set up for south Asia and south-east Asia. There was no official dialogue between the EC and the Iraqi Government, and the Commission did not have a Delegation in Baghdad. However, an Iraqi chargé d'affaires was accredited to the EC. Given the lack of contractual relations with Iraq, the Commission has, since 1991, limited its role to implementing the UN Security Council's sanctions and emphasising that full Iraqi compliance with relevant UN resolutions is a prerequisite to any re-consideration of the present state of affairs. In the humanitarian field, the Commission (through ECHO and, from 1994 to 1996, the External Relations Directorate-General) has gained some prominence. The Council EU Middle East-Gulf Working Group regularly reviews the situation.

EC-Iraq trade was virtually non-existent from 1991 to 1996, but grew considerably in 1997 after the start of the implementation of the UN oil-for-food programme. In 2001, EU imports (99% oil products) from Iraq amounted to 3 494 million euro, about 50% higher than they were before the Iraqi invasion of Kuwait, the EU thus making up about 25% of the Iraqi export markets. Export volumes from the EU to Iraq have not increased as fast. Thus, the value of 1 931 million euro for 2001 was still below the level of 1990 and corresponding to 40% of the levels registered in the 1980's. EU exports to Iraq included four groups of products: machinery (over 50%), transport material, chemical products, and agricultural products. The total EU share of Iraqi imports was less than 20%.
